jinma 254 injector pump

Jinma 254 has been racing up the rpm and then idling poorly and getting worse for some time. Recently when starts runs up the rpm to 3000 and I have to quickly pull the fuel shut off. For a while ran better after warmed up and had reasonable control of rpm with throttle, but now just races at start up and then will not start after shut down. Noticed that the fill tube on the injector pump is nearly overflowing and the liquid seems to be more diesel than injector oil. When it does run the oil/diesel is sucked into the pump and the tube is empty.
Not sure where to go with this.

When was the last time you change the oil in the pump?
It sounds like the seal/oring in the lift pump, bolted to the side of the inj. pump has let go.. allowing the fuel to go into the inj. pump..??
It has a drain plug on the bottom of the governor & a dipstick to check the level..
Just google jinma 254 injection & a complete pump will be available for less than 500.00,, that's cheap.. OR unbolt the lift pump & get it overhauled for about 100.00 locally.. depending on the shops labor rate.
