JD420 govener set up

I have a 420 lawn tractor and I am having a issue with the govenor I think. It pulses preety bad at low rpm, like the govenor is messing up so I thought I would see about the ajustment procedure and check to see if it is adjusted right, although I do suspect the carb is out of adjustment a little bit.

Had a clogged jet in the carb, cleaned it up and she run alot smoother

yep, put a fuel filter in line between the pump and the carb to prevent this from happening again.
