JD LT170

Hi all, joined this forum because I am at a loss with my JD LT170. It appears I am not getting fuel to the fuel filter, I checked the spark plugs and cleaned them, pulled the bowl on the carb and cleaned it, oil, gas, is all fresh. When I crank over the mower it's getting good spark but the fuel filter is empty, just noticed it today while trying to get it going. Could it be the fuel pump, does it have a fuel pump?

There is no gas tank type fuel pump. The manual indicates there is a fuel shut off solenoid on the carburator. I have the TM on the LT series if you need it.
