JD 71 Planter question

I recently picked up a two row JD71 planter. When removed from the tractor, over time, the right side planter collapses. Now I don't know which side has the problem, right which collapses, or left which is rigid and does not collapse. I am assuming the left side is the problem. The manual states the toolbar should be set at 16" when planting, but the rigid side is preventing me from getting the toolbar low enough. The planter is called a 71 "flex" planter but the left side in my estimation is not "flexing". So, which side has the problem. The manual does not address how to set up what I call the scissors brackets at the front mount of the planter.
