JD 4410 PTO question...

I recently purchased this tractor used from a dealer. After a couple weeks of owning it I attached a bush hog and when I engaged the PTO, nothing happened. I was sitting in the seat. Tried it in neutral, and everything I could think off and nothing. The dash light comes on when I pull the nob. I have no mid PTO option. Reading thru forums I found some people asking others if the safety seat was disabled. Well, on my tractor which is hydro, I can turn the tractor on and just stand up and climb down and the tractor still runs, even if parking brake is not engaged. Is this normal? If not, would the safety pressure switch on the seat cause the PTO to not work? Today I plan to check voltage to the coil and resistance to the coil to see if electrical is ok. I have already messaged the dealer.

Well, I checked voltage to the coils and had 12 volts. Then I pulled the block off and the valves out and put 12v to the valves and they both seemed to work. I cleaned the block and re-installed everything and put fluid back in and it now works. Weird....
