JD 420 Starter Issues

I recently purchased a JD 420 garden tractor at auction. The tractor runs really nice when it will start. The starter is not properly engaging with the flywheel. I had the starter off, and can not find anything obviously wrong. It appears that someone had replaced the starter with a remanufactured starter sometime in the recent past. I am wondering if it could possibly be the wrong starter on the engine. The engine is a P220 style twin cylinder Onan. Does anyone have any experience with these tractors to give me some insight on what I should be doing from here? Thanks in advance for any help.
