I bought a used 1610 tractor at a auction there is a lever on the side is this a decompression lever? It starts very hard. Also sounds like a rod knocking when it is trying to start (very noisy) Also when it does start cant shut it off I have to pull what I think is decompression and stall it. Please help Thanks
