Ole Murphy is always out there; lurking to make a bad situation worse. Our "this is good enough" thought process gives him a big opening into the situation. I come up on those "good enough" guys on the road, I start looking for an escape route.

Having towed commercially I never try and interpret a motor vehicle code or guess how the state may interpret and enforce the code.
I always called a state troop hdqtrs and asked the guys that enforce their code all the particulars. I hauled different types of wheeled equipment on the same deck. We get over a certain weight per each equipment, no straps...just chains and binders.
My 7500 lb blue tractor requires 4 tie down point with chains. Add two more tie downs for the fel...and two more for a mower or bb or a auger/etc which can be straps.

Backhoe's require chains on all tie downs.

Tie down laws are for any vehicle on the road....at least in my state.
