INTERNATIONAL 500C

I HAVE AN OLDER INTERNATIONAL 500 C DOZER THAT WANT MOVE IT TRIES BUT DON'T QUIET MAKE IT. I HAVE ADJUSTED BRAKES AND CLUTCHES BUT STILL NOTHING. ANY HELP AS TO WHAT COULD BE THE PROBLEM.

When was the last time it did move, and is it inside or out... Slimey mud left in the tracks and behind the sproket, in now 20ｺ temps, sure can wreak havoc. Or even frozen down to the ground..
