Mossroad has the right idea.. a rheostat would be a super poor choice to slow wipers.

A timer triggered module ( can be built with a compariter and a slow charge cap circuit.. Can also be built with a mosfet, setup as a PWM. Way better motor controllers because you have full supply voltage and current.. just on time is sliced up.. vs a rheostat that drops voltage and reduces current.

I've used them to control wipers and heater fans.

I built several of these 20 years ago, back before most cars came standard with wiper delays. GM cars just put 12V onto the wiper relay to turn on their wipers. All this thing does is let the 12V out to the wiper relay at intervals that are adjusted by the potentiometer. Mine were adjustable from 1 to 20 seconds. I also had a switch and circuitry to make the wiper swipe twice, then wait. You know how sometimes one swipe almost gets it, but just quite not enough... ;)

A PWM is a -way- better motor control than a resistive element, as it still allows the motor to draw the same current.. and thus have less chance for stall at slow speeds on the brush type dc motors.

For ac stuff.. triac based controllers are good and easy to rig.
