instrument cluster on blink

I have a 2350 the instrument cluster has gone hour meter still fine parking break light fine any ideas, priced a new cluster at Dealer $950 + OUCH

I have a 1986 2350 4wd JD the instrument cluster has gone, the hour meter and brake light/bell work fine. I got a quote of $950+ for a new cluster OUCH
any ideas thanks

have you checked the fuses? ect .too expensive to just assume its bad.
