IH 464 pto won't engage

Hello, I recently bought an international 464 gas. Everything seemed to be working fine then the pto quit turning and now it won't engage at all. The power steering also quit working around this time. I was told that everything on this tractor is hydraulic driven so I drained the oil and removed the filter. I plan to put new oil and a new filter but was wandering what else I needed to check. Any help would be greatly appreciated.
