Ih 244 Wont Start

International (Mitsubishi) 244 tractor wont start. When I turn the key to start, I hear the click from the fuel shutoff, but thats it. Tractor has a new battery, and starter has been replaced recently. I bypassed the Neutral switch at the range lever, and that did not change anything. I don't think the ignition is bad, as I wouldn't hear the shutoff clicking in the run position if it was. Anyone have any ideas?

Check the pto switch on the dash, it's in series with the range neutral safety switch , might have to wiggle it with key on.
