Questions like this are almost impossible to answer without knowing what resources and experience you have.

It is tough to see in the photo but it doesnt look bad at all. Do you care about repainting it? Can always remove it, heat with a torch and work it back. Also a hydraulic press is a possible solution if available.

the bottom is worse. its a crappier photo then i thought, i don't care about painting. so you think cut it out and fix it that way? i do have a press, a plasma torch, and a welder, I don't see a easy way to do it though still attached to the brush guard.
whats the deal with heat? does that just make it easier to get back into shape? does it remove any strength?

Yes heat will make it MUCH easier to bend. It does alter the steel but in your case this shouldn't be a big issue. The problem with cutting it out is the metal will be shorter (the thickness of the cut on both sides with reduce the length so that can present an issue. Often with heat, a hammer, and a little time you can get things bent back into shape. if you have an anvil that would be a good place to start for bending but if not any large heavy solid object. I just cant see the bend (not know what it normally looks like) it is a little hard to give specific advice.

A friend once gave me a fifty or so pound machinists vice. Along with using other heavy steel, I have wrestled that thing in place to straighten all kinds of stuff. I hope you can visualize what I am talking about. I rarely ever use heat.

I'd bet with some support and a heavy hammer it could be persuaded back into shape.
If you want more control (and this may be along the lines of what Industrial Toys has in mind) bridge the supports with a strong piece of steel and make up a two-bolt clamp to pull the bend to the steel.

I'd attach it back on the tractor, put the brakes on and pull it out with a come-along chained to a tree.

From my point of view, it doesn't look bad. Does it impinge on anything, and will it still perform as a brush guard? Quickest method would likely be to cold set it using a large (>15") crescent wrench and come-along to remove any twist and then the come along to remove any bend. If cold-setting is difficult you could heat and pull or heat and beat but heating implies repainting. If you de-mount it to use your press or an anvil do not be surprised if the mounting holes are slightly off after the repair.
