I read it as the hydraulics don't move. So I wasn't thinking transmission initially. But then the OP said his PTO would not spin. I can see the power shuttle having an issue (isn't that fluid activated??) but I would think the PTO would be a direct drive. Maybe its more complicated than that?
As others have said, the oil in the transmission will suspend moisture, which can freeze and plug the filter. It doesn't have to look like mayonnaise to be saturated with water. Change the oil and filter and run it.
BTW - over the winter my trans fluid will go from nice and clear to a milky-ish color, because I can never really warm it up enough to vaporize and remove the water. Summertime it clears right up. I'll try running the PTO during warm-up to see if that helps. Thanks for the tip.
