Should a relief valve be before the filter or between filter and tank?

Not enough detail in the question, but a typical filter should not see line pressure.

usually the relief valve on an open system hydraulic system is after the pump or in the valve section, and the filter is on the return line usually from the valve sections, some reliefs would that are stand alone my have a separate return o the tank, and the ones incorporated with the valves are normally only one return line back to the tank, putting pressure to a filter usually results in a shower of oil

This a stand alone relief with a port back to the tank,I wondered if the line back to tank should go through filter but I guess it would be better to go directly to tank is this correct ?

If this is an aftermarket external (or additional) relief valve, that has its own return to tank for excess pressure.....that return to tank line should be before the filter. The filter should be as close to tank as possible. And ANY oil returning to tank "should" go through the fiter

I would not worry about filtering the return from the relief valve, unless one one is not designed or improper use of the system the amount of oil from the return should be little, the majority should be via the return from the valves, and I would filter that return line, IMO

one could tee the relief return into the main return line if wanted, and before the filter, that way both returns would be filtered,
