hydraulic pump leaking

I have a Farm pro tractor and the gear driven hydraulic pump was leaking and I replaced the seals and upon reassembly the shaft on the pump will not rotate do you have any suggestions

Take it back apart till you have it down where it will rotate and then put it back together investigating each part you add.....ensure the shaft will still turn.
