Thanks Chuck I didn't think about Lovejoy could be weak link.
I think your suggestion about backing the relief off and slowly
tighten till I get what I need.

One more thing about relief valve, loose means low pressure and
tight means more pressure. Am I close?

Joe, the relief valve uses a spring to force a hydraulic port closed against pump pressure. The pressure builds until the force of the spring is overcome and the port is opened and the pressure bleeds off.

So, thinking about that spring -- compressing, or tightening it, increases the spring force. Extending, or loosening it, decreases the spring force.
