Hydraulic issue on 1020 John deere

The 47 loader model is connected to the rear SCVs. When the 3 point is up, it has no power. When the 3 point is down, then the loader has lots of power.

What is the issue?

Sounds as if 3 pt control valves aren't seating properly or valve seals have failed. Another problem could clearances between valve & operating linkage is incorrect. This clearance if a problem can be adjusted by turning an external screw. With hyd oil at operating temp, engine operating at idle speed, 3pt raised look into open hyd filler hole behind seat for moving/spraying oil. Moving oil indicates 3 pt valve seal failure which will require R&R of rockshaft housing/R&R of control valve seals to correct the problem.
