I do not want to break the plastic safety shroud by prying against it but Id guess that small pin has to be moved/removed to remove this shaft? I tried gently moving it but no luck as of yet.

Yes the small pin with the spring on it you push it maybe spray it with some rust buster oil......Spray the shaft also so it will slide off....

The pin just needs to be pushed in by pressing on the spring side. It might put out a fight so you may want to soak it in penetrating oil for a while.

You could also loosen those bolts that hold the plastic cover so it can flop around and maybe give you a bit more space to press the pin.

Maybe a discrete small hole in plastic shield to allow a pin punch to tap on end of spring pin to "free" it after a good soak with penetration fluid if it does not free up enough to press with finger....
