The seat cover has come unglued from the base all the way around. What kind of glue should I use? How should I clamp it during cure time or should just replace the seat entirely?

If it can be glued at all, CONTACT CEMENT is the right material!

No clamping required.

I like Weldwood brand.

PRACTICE in something else first!

Contact cement, yes.
Also you can use a heat gun to soften the leatherette to make it obey.
Numerous clamps will also be your friend.

My wife would hand me the duct tape and expect me to be happy with it.

Just make sure the mating surfaces are very clean and allow the correct drying time after you coat the surfaces with the contact cement. Contact cement doesn't give you a second try if you don't get it right the first time.
