Hitch arms stuck up?

Hi all,
I was wondering if anybody could help me solve a problem that I'm experiencing w/ my Kioti HST CK30.

My hitch arms wont go down. the lever is not effective in lowering, and they usually drop on their own as the hydraulic pressure decreases when off.

Is there anything of a simple checklist to remedy my problem?

Will the go down if they are helped. Like with an attachment or you standing on them?

Next question I have, as I am not too familiar with kioti's, but my kubota has a know under the seat which controls the drop speed of the 3ph. Anywhere from slamming down to inching down, to completely closed so it can't go down.

Check your manual and see if you have a drop speed control and try adjusting it.

Like LD1 mentioned check you dial below the seat.
Drop your 3 point lever all the way down and then turn the dial.
