Hinomoto 4 Speed PTO

I have a Hinomoto E2004D with a 4 speed PTO. Does anyone know the relationship between the tach and the PTO speeds. eg. IF I run the engine so that the tach is on the 540 PTO mark, what gear should the PTO be in to be sure it is running at 540?

First speed is 540 at approximately 2390 RPM. At 2500 RPM 1st is 570, 2nd is 915, 3rd is 1094 and 4th is 1417.
