3-Point Hitch hinomoto 202 PTO locked in up

Wondering why the pto is locked at top?... I can't get it down. Also, I'm looking for a manual on a E202 Hinomoto tractor or someone that can answer a few questions that I have regarding this tractor.

do you mean the 3pt hitch?

some of them wont wont come down on there own without a heavy weight on the hitch.
