hello international 248 clutch problem

hi my husband is restoring a 248 industrial ih and weve hit problems with the clutch, fitted new plate bearings etc put it back together and still no clutch on pedal , took it apart replace thrust bearing sleeve and still no clutch, the pedal is still very low anybody got any ideas!!! you help would be much appreciated thanks andrea

I forget if that model has hydraulics or a cable to control the clutch, if it is hydraulics, you will want to make sure it has enough fluid, then open the bleeder on the clutch, and pump the pedel, basicaly the same as bleeding brakes. I am guessing it has an airlock in the tube, and that is preventing it from fully activating. If it is a cable opperated clutch, check the tension on the cable.
