This is on a 3PH backhoe application.

It is only usable if the lift arms do not have to raise and lower.

Yes, that would seem to be a good way of converting the 3PH to a solid drawbar preventing vertical and lateral movement. We see instances where the 3PH has been chained vertically to the drawbar to help carry a heavy drawbar load such as a grain cart. This would be a variation of that where instead the drawbar is carrying the 3PH.
In the case of a 3PH backhoe, I suppose that it helps address the evil by adding support to the otherwise suspect mounting.

That stabilizer is only used for the backhoe.

Pretty much locks it into place in all possible ways, lift, tilt, side-to-side, twist, etc.

That height adjustable drawbar is common for the Germans.

It would need an huge backhoe to make a dent on that tractor though.

This style should also ONLY be used in an application like a backhoe where the hydraulic connection to the implement does NOT return as a supply source for the 3 point hitch. Put simply, the 3 point should be disabled when this stabilizer is attached. Pump damage may occur otherwise.

I've noticed that the folks in India have a type of "beefed up" drawbars also on some of their tractors particularly when used for pull type laser grading. Maybe for the same reason as 4WD tractors pulling large and/or multiple pan scrapers here in the U.S.?

Good point! Otherwise the 3PH might be constantly trying to lift generating a lot of heat in the hydraulic fluid? I've wondered about this when farmers chain the drawbar up to the 3PH in order to get more support for heavy tongue implements. Might not be as much of a problem on a closed center system?
