hackberry trees

I have cut down several thousand small (2-3") trees on 8 acres we are clearing. They have started to spout back all over the place. If I keep mowing them down will I eventually win or do I need to treat the stumps (which are down level to the ground) with Round Up or some such? How do I treat for maximum kill without endangering other stuff around the place.
