Governor-carb question on 2n

Thanks for all your help so far with my 'new' 2n. I am closing in on the carb-gov. problem - so close I can taste it. Here's my question:

I took the gov apart again and removed all washers above the thruster. bingo, I now have all the power in the world! BUT, when I throttle down - it abruptly falls off RPMs and begins surging. When it is surging, the governor is moving back and forth a half inch or so, causing the surging....

1) Should I put one thin washer back in?
2) Is there not enough tension on the spring?

For background info, the carb and all ignition is new, and I recently had the carb jets checked by a trusted mechanic. The problem is in the gov. setup; at higher throttle settings it runs fine....thanks for your help! /forums/images/graemlins/wink.gif

I havn't actually worked on a gov. for a 9n/2n.. and they are a bit different than the 8n.. but lets see what we can get going anyway.

These N engines like to idle at a minimum of 400 rpm.. and that is on a rebuild.. probably closer to 500.. even 600 on a tired engine. ( Might get as low as 350 with an electronic ignition... some guys on the ytmag N forum have reported that ).

My guess is that the idle is too low.. machine 'thinks it is dieing.. and the gov throttles it back up... too much.. dies off again.. etc. I.e. surging. Could try upping the idle adjustment for more rpm a little.

If you think it is alread idleing at the correct rpm, when you took the gov apart, did the flyballs look ok? As for the spring, there should be no tension, and also no slack.. pretty much adjusted neutral.
If none of that helps, go ahead and try the washer.. can't possible hurt..as they were int here before.. and you can always pull em' back out.
