Since the cresote saturates the timbers I don't think anything you do will help much. I remember fishing under an old RR bridge as a kid and that smell was always around. And when you cut them it will just bring it out more. Those are really cool timbers but I'm not sure they would work well for your needs. Maybe just set them nearby for a while so you can find out what it will be like, before construction.

Every heat wave will bring more creosote to the surface. I would not use for anything inhabited.

I would see if engine degreaser cut's the cresote before power washing. May I suggest solvent wipe down before applying one of the renovation primers that seal back odors and bleed through. Most can be tinted so i would consider tinting recoats if first coat doesn't 100% stop bleed.

I agree with the others, as nice as those timbers are, you really don't want them anywhere near your living quarters. Besides stinky, forever stinky, the really aren't good for your health with continued exposure.
