If it does not come off by tapping with hammer and gentle upward force I would clamp on the tube below the cap a piece of metal with a hose clamp and pry off of that

This is a picture of my old tractor, look at the tube that the cap is on. Any brute force effort will not end well for the rocker cover.
I will work on getting a picture of the cap.
So THATS what’s under all that tin😂👍 I guess it would be a lot easier if I took off my hood, it may come to that if I cannot get it off any other way…

Is the tube pressed into a rubber grommet in the cover?
