That's how my neighbor did ours too, but the bolts were set in the cement vs. welding a secondary flange. Not quite as good, but I can't argue with him doing the whole thing with only minor work by me.I usually set a pipe in concrete with a flange about 4” above grade. Then a mating flange with the post welded to it. The flanges are bolted together with 1/4” grade 3 bolts.
That provides a failure point that’s easily fixed when it gets hit.
