Gear Box question

Sorry to have to ask this simple question but the owners manual isn't clear on it.
I have a RFM 48 finishing mower. It has a top plug that the manual says is a Gear oil (relief plug) and a 1/4 inch plug that the manual calls a (oil drain) plug somewhat lower on the gear box.
My question is how full do you fill the gear box with gear oil. I though that hte lower plug might be the check plug but it says drain and it's pretty low to be the check plug.

The top plug is for filling and the bottom is for draining. Using the top to fill, fill until the oil starts coming out the top hole.

Does the manual lift a 'fill' capacity for the gear box? If so.. drain it, and then add the reccomended fill amount of oil, then measure and make a hash mark on the gear box for future reference.
