Fuse block question

I have been chasing down an electrical issue on MF 451 to primary pump. I found on odd issue, plus have a few questions for smart electrical people.

1. The manual electronic schematic shows wire from ignition switch to fuse block 4. Continuity check shows 2 ohms resistance. The fuse is labeled as "spare" at the fuse box. Why would it say that?

2. There is only one wire going to fuse 4, and also only one wire going to several other fuses. It has 12 volts going fuse. Where is the output?

3. The coup de grais -- there is only a metal receptical on one side of fuse block 4, so when you insert the fuse one side contacts metal and the other side is touching air. I assume this is the break in the circuit???

I'm still trying to figure out how to remove the fuse block from the holder. There are clips on the fuse blocks but I'm not sure if block is pushed down thru the holder or pulled up.

Let me know your thoughts.

many blocks have spare circuits that you then use a tap fuse to get power from that line.

Thanks Soundguy. That makes sense. I'm trying to research how the fuse block itself functions.
