Since our mechanical injection pumps have a governor, am I wise to throttle down from full throttle or not?

Usually just finish or brush mowing, both are four footers.

I just have it in my head not to run any engine at full throttle.

So lets assume our engines are governed to 90% of maximum power and I throttle back from there, then I am only running at 75% ish power? If this is true there would be no reason to throttle back?

as long as you are not "lugging" an engine for the task at hand, ( or going too slow for proper PTO speeds ) you are good to go .....

Run it at PTO rated speed. That is where you will get PTO rated power. Any faster "could" damage the mowers. Slower is just costing you power and performance.
