Get that mess out of your tank asap!
Probably algae from water trapped in the tank. Your cap is most likely vented, so removal of the bottom port will allow a rush of diesel out, siphon out all you can. A siphon can be found at most parts stores
Biocide and diesel treatment for water are both good ideals in my opinion, but probably not in same tank if fuel. You want to keep water out of diesel period!
A full tank prevents condensation as much as possible. Most additives will help remove moisture as well.
Off road diesel should have a reddish color from its dye and full taxed diesel should be slightly yellow or tan. That greenish is not normal!
