What would cause a fuel needle to jump irratically even when tractor is sitting still?

Loose wire, perhaps--makes contact, loses contact. Maybe a ground wire that is loose.

That's because when something happens the first time, you don't know what the usual problems are. Somehow our minds jump to the most expensive critical problem it could be and neglect the common problems.
