Yes, the drain is off the very bottom of the bowl and it leaks with the screw tightly in place and I can also blow through it with the screw in place just as if the screw was removed.

On my Honda ATVs, the drain screw depends on a tight seal between
the beveled tip of the brass screw and the seat. There is no O-ring. The
problem I had is that water would get to the bottom of the float bowl
and corrode the end of the screw, which kept it from tightly sealing. You
might try epoxy on the threads of the screw. If you ever need to remove
the screw after that, heat it first.

Check the vent hose for the carb bowl. if it gets plugged the bowl becomes pressurized with air and the float can't rise and shut the fuel flow off. Some of those carbs used the drain port to overflow the bowl. Mud dobbers pluged mine.

i done a little reading on some cat forums and it seems there is a o-ring and they do mention to watch very closely that it doesn't fall out they do mention that sometimes it gets stuck inside the houseing and turns sideways and then causes a leak .you might wanna check that out but i would like the year model so i can do a better search for you.

It's 2002 Arctic Cat 400 Manual Transmission Model #A2002ISI4AUSG.

I'll check again but I didn't see an o-ring and the carb started leaking before the drain screw was every touched.

I had a motorcycle with a rusty tank. My carb would overflow, I'd clean it and it would overflow again. Bits of rust would get under the inlet needle and keep it open. An inline fuel filter stopped the problem.
On my farmall cub I got a tube of gasket maker and used that to seal my warped float bowl to the carb. It also helped around my drain screw. It came in a gray and a gold color depending on the temp. No silicon and gas resistant. I used it on the intake manifold of my motorcycle for a positive seal when I was juryrigging a new carb connection. Let it dry a day or two before you use it. Holds up well.
Air is great for carb cleaning. If you don't have a compressor, tape some fuel line on the end of a bicycle pump hose and pump air through that way.

There was rust in the bottom of the bowl when I removed it. I did clean is out and blew pressured air through the drain and the set screw seat hole. If I'm unable to resolve I with try the tube of gasket maker to seal around the drain screw.

I had thought my drain screw has the same beveled tip with no o-ring, but do not think it has a brass screw. I'll rebuild the carb as my next solution and if that fails will seal the screw.

Ok I'll check the vent hose for blockage or if the hose became pinched in anyway.

Something else to check:

Helped a neighbor clean up carb on his riding mower. Full of gunk because he didn't drain fuel / add Stabil in the fall.

After several assemble/reassemble and unable to stop a leak we thought was coming from the bowl drain, we found a pinhole in the bottom of the bowl. Not sure if it was from a stone chip or corrosion, the inside and outside of the bowl looked new, slight dent were the pinhole was. Put a dab of JB Weld on the outside of the bowl and leak fixed.

Pinholes are quite possible, yes. I had pinholes in my sediment cup at
the base of my petcock assembly.

Any luck with the leak. I would use epoxy and just seal it up.

Ya I will after I try some of the suggestions that have been mentioned. The ATVs up at the weekend place and have not been up there in a few weeks but intend to get there soon.
