How do you test a solenoid on the started?
How do you jumper out the Solenoid?

You can test the solenoid with a volt/ohm meter or a 12 V test light. I would suggest to check neutral start switch for continuity. For legal reasons I'll refrain from explaining how to jump across solenoid posts.
