Ford 8N/TO-20

I bet I could spend days looking through all the post and find an answer. honestly who has that kind of time.
What I have and what is wrong.
late 30s Ford 8N with A TO-20 back half or at least top cover and pump.
I had to replace the lift cover due to broken casting on lift arm.
When I replaced the cover I also replaced the lift piston, seals and housing along with lift valve and pressure relief valve.
What's wrong is when I use any implement, I cant control the depth or height like brush hog.
Also when the implement is all the way up and I shut off tractor the implement drops in seconds.
So it will not hold draft or position.
I have ordered a pump re-build kit but not sure if this is the problem.
Also when the the implement is all the way up it makes a growling/grinding noise.
Any insight would help.

A TE or TO i the US don't have any position control on the hydraulic.

The TO-20 back half you used to swap is draft control only. No position control and no draft override like on 8n's.

And if its a late 30's its NOT an 8n. Actually the "N" series didnt start until 1939. So if it IS a 30's, it would be a 9n.

2n's started in 1942 and 8n's didnt come around til 1948
