Ford 860 Throttle Question

I recently acquired a ford 860 and was wondering if anyone might have some insight into a throttle question I have. When I first start the tractor with the throttle 1/4 open or less the tractor seems like it is idleing at an appropriate RPM (the proofmeter doesn't work at the moment so I do not know the exact RPM). However when I open up the throttle and run it a bit and then shut the throttle down the RPMs do not seem to drop back down to the same level they were at before opening up the throttle. Is there anything in specific I should be looking at? Thanks in advancefor any help!

After re-reading my post, not sure it was very clear. Just curious as to what might cause the enigne RPMs not to come back down to idle speed when the throttle is moved back to idle position. When initially started the idle speed seems fine, but once the tractor is run at higher RPMs, it does not want to seem to come back down to the idle RPMs (even when moving the throttle back down). Thanks again!

My 850 does this sometimes. But if I bump the throttle up and back down quick, it settles all the way back down.
