Ford 801 Hydraulic blues

This 801 lift does not work at all... Have substituted a working pump, rebuilt the cover, adjusted linkage- absolutely nothing. Fluid comes out of the pump plug when running.If the pump is removed and air is put into the discharge port with a rubber tipped blower the lift arms will lift. I am wondering if there is a suction screen in the system? If so let me know. Or, any other ideas? Thanks!

There is no screen in the system, I would suggest you check out the relief valve. It is located under a plate on the bottom of the hydraulic housing.
