Ford 6610 4x4 issues

Thanks Tractor Tech, based on other research (very little I could find online) I think you are very right. Everything I found mentioned that if the electrical components were faulty I would be engaged constantly in 4x4 vs not being able to be engaged. I will jack up one wheel and try to turn the wheel. Am I looking for it to be free spinning or locked in place? I am guessing free spinning means something would be broken in the transfer case? It is not sporadic as far as I know. I purchased the tractor and did not properly test it as I should have-so when I actually started to use it at my place, I noticed it was not working. I was so surprised with condition, hours, AC (which now has electric problems of its own), desired horsepower, row clearance, etc. That I technically did not recognize it wasn't working properly. High/low works great and everything else the seller said was spot on and I truly don't think he intentionally pulled a fast one on me at all, for all I know it broke on the trailer loading/unloading or shortly after arriving. (Feel like a bone head in my explanation, but that is technically how it played out.)
Yes, you are looking to see if the driveline turns or attempts to turn to see if the clutches are slipping or disengaged. There is a slim chance that something in the front axle is bad too, but one thing at a time. By hi/lo working, I assume it has Dual Power which is engaged by the same hydraulic circuit that delivers oil to the transfer box clutches, so the hydraulic system is good.
