Ford 445a steering issues

Hello,

Oil is leaking near the steering wheel out of the top of the column onto the dashboard. I took off the steering wheel and top bushing and noticed the bushing was pushed out of the column. The upper steering column is full of oil. Is that normal? Noticed bits of metal shavings. Do I have to take off the entire dashboard in order to get into the column so I can inspect seals/replace, etc. What might be causing this issue? Is this a motor or pump issue?

Any suggestions would be great.

No.

What might be causing this issue?
Steering valve seal failure and possible rough/pitted surface on shaft.
Is this a motor or pump issue?
Valve/motor.

Any suggestions would be great.
