The tractor while mowing starts idling high when mower is engaged while going up a slight hill what do I do

I do not understand what you mean by idling high? You do not mow with the engine at idle. Now if you mean the engine is at PTO speed and it is increasing its rpm's by a small amount when you start going up a hill then I will assume the governor is doing its job and increasing the engines power when the extra load of going up the hill is encountered. If you mean the rpm's are increasing a crazy amount then I would say you have a bad governor.

Determine the proper engine speed to get the PTO up to the appropriate speed - usually 540 rpm. The necessary engine speed is probably in the neighborhood of 1500 to 2000 rpm - that will vary by tractor. You then select the proper gear for your desired forward motion speed at this rpm.

It was the control arm from the govoner to the carb was almost off not allowing the g ovoner to do its job it was someone else's tractor they had another person work on it before me
