Ford 4000, only Idles

I have a Ford 4000, diesel 3 cyl that I am putting back together after a ring job. I have it running but it will only idol, 700rpm or less. When i give it more fuel it runs very poorly, boggs down, black smoke and will not go over 1000rpm. I have overhauled the injectors, and injector pump. all new fuel filters and clean fuel. As far as pump timing I just set it at the 0 mark, if it idols nice, does it still need more timing. Or could it be my injector pump needs re overhaul?. Any thoughts Thanks KEN

G'day check on what the correct timing should be 0 deg does not sound right it should be more like 25btdc. I will check at work to see if I have a book on them and post back.

Thanks so much for the reply. I found the problem, when I was doing the ring job I stuck a rag in the intake so i wouldent stupidly drop anything in there. go figure. so once the rag was removed all worked as it should. KEN
