Ford 4000 engine running away

My cuz ask me to post this. He's got a 1964 ford 4000 diesel 4 cyl. that revs up and runs away when it's cold but quits when it warms up. the throttle lever loses any drag on it as it revs up.
It has a rossa master pump on it that was rebuilt about a year ago and has been working fine. the tractor runs good but he's is afraid to leave it to go open a gate or leave it when it's cold because it's subject to engine running away. There is a return line from the injectors and a return line from the injector pump going to a single fitting at the bottom of tank. does anybody know
if it has a check vale in it that could cause it. Strange that it goes away after the engine warms up. it's like a vaccum sucking the throttle open. Any help appreciated

Sounds like your governor ring in the injection pump is messed up

Meteringvalve sticky due to water in fuel...be carefull for enginrunning away and exlode ! Do the inj pump again and clean fueltank

May be run some sea foam or stanadyne or some other additive to the fuel for lubricity and see it it helps.

Remove the side cover on the pump & hold a wad of paper towels under the flow.. look for black coffee ground looking particals.. that's broken flex ring pieces.. If nothing found, pull the top cover and have a look inside..
Pull the dipstick & check for fuel in the oil also..
It sounds like the flex ring has broken again.. pump repair will be required again.. I can help w/ that..

Thanks to everybody for you comments. we thinking about trying to run some lube in the fuel for a start and see what that does. you know , try the easy stuff first.
