Ford 3600 Front Blade Lifts/Works, 3 Point Won't Lift

1977 Ford 3600 - Gas Engine

New to me tractor, was used by the city for snow removal. It has a hydraulic snow blade that is run off what looks to be a Ford factory remote (possibly made by tisco). The front hydraulics work great, but the 3 point is not functioning properly. It will only lift if you move the draft position up, the position control does nothing to lift it.

I thought there might be a diverter valve, but can't seem to find anything. The fluid is full and I think with the front hydraulics working great, that is probably not a pressure problem.

Any ideas of where to start, I have a video, but unable to include link until I have 3 posts.

Do you think the 3 pt could have been bypassed since the tractor would never need it given its purpose. See if you can find information on normal hose routing and how the remote was installed.

Are you sure that you don't have your levers mixed up.
The inner lever could be your control and the outer lever your sensitivity.

The inner lever is supposed to be draft and the other lever is supposed to be position. The position control lever does nothing, the draft lever will move up the arms if bring it up.
