I stand corrected. You're right, 23 is the bolt. I like the idea of welding a nut onto the bolt after soaking and heating.

Thanks everybody. I'll let you know how it turns out (no pun intended).

When you weld the nut to the bolt, just don't connect your ground to the frame rather than the nut, you don't want to weld the bolt to the threads. (Don't ask how I know).

Holy smokes. Thanks everybody for your help. I finally ended up having to drill it out and tap new threads. It made me nervous, but it seems to be holding just fine. I've only got three bolts holding it in for now but nothing is leaking so I'm pretty happy.
