Neighbor has a Ford 2000 and the lift only goes up a couple feet. It will maintain this level, but won't go any higher. Any ideas as to the cause? Could he have the draft control in the wrong position?

More than likely he has cam / cam follower pin wear. doesn't take much wear to loose lift resoloution / response.
would help to know if this is the older 4 cyl 63/64 2000 or the newer 65+ 2000.. the lift covers are a bit different on them.
