Ford 1710 PTO Not Working

I recently bought a 1984 Ford 1710 with 4 wheel drive and a loader. The loader works fine. The PTO does not work. I can engage it with the clutch not engaged. The PTO will barely turn but you can stop it with ease. I'm not sure my 4 wheel drive is working. I have changed hydraulic filter and fluid. Any ideas?

Your 4wd should be easy to see and feel if it's working (mud-snow) tires will spin easy, post a pic and have you bought manual's wich are a LOT of help for me, here's mine just got done with paint work..

I bought a I&T shop manual, but it doesn't have much in the way of trouble shooting. I ordered a Operator's manual not realizing it was for an off set, so I need to order the right one. I've not had a lot of time to check it out. I'll have to remove my loader to check the clutch. Thanks for your reply.
